I notice in the German servers New Zealand is opep rights. Why is it different? And if you do start a airline in new zealand using a foreign holding, can you fly domestic australia aswell?

The reason for this difference is that e.g. Kaitak is our oldest Server. In this time, we had the data, that New Zealand has open rights. This was changed with the newer servers. To keep airlines alive, that were created before that change, we usually don’t change rights etc. in a negative way.
Concerning your question of rights in australia: "Oceanian Open Skies Treaty" is only active on the newer servers.
