I say go with whatever comes to light in real life, and apply to all servers. Sure it can be a real pain for established players within Europe, but it will be for the real life airlines too. This is supposed to be a realistic game after all.
Mr O'Leary will only really lose his STN hub, and a few smaller ones. No doubt he will find another abandoned airbase to make up for it :-)
Easyjet have the Swiss connection, so I can't see it having too much trouble.
Wizz can always re-launch Wizz Air Bulgaria/Ukraine etc...for it's flights into LTN etc...
All in all I think it will be an interesting development whatever the outcome. Maybe in fairness AS can offer UK based airlines to move their HQ to an EU member state? Just a thought...

This is different from AS because in AS, EU treaty airlines have more hubs in a different country than in real life. A similar case will be asking Ryanair to drop all their UK hubs, but the difference is a lot of EU treaty airlines are during domestic flights in UK, so it's even worse than Ryanair case. Also the fact that even if you can launch a new airline in real life to obtain traffic right, it's not possible for AS. A similar takeover like Lufthansa and Swiss is not allowed in AS because of the traffic right issue; AS is not even applying EU–US Open Skies Agreement at this point, so i think there' a long way to go to resolve these issues in AS compared to real life.

In AS, if you have a UK based airline, you still can only run international flights from UK, so moving hubs to EU members won't help too much because it means termination of all international destinations for the UK carriers. I really doubt about the changes in AS regarding this issue because the options for UK based airlines will be completely unfair: it's either dropping all continental Europe hubs or losing all international flights. I think this discussion is too early and might be better done after an agreement is formed in real life.
Edit: personally i do favor AS following real life changes, and that's the reason i vote in favor the third option. I also really want to have CARICOM 5th Freedom and Oceanian Open Skies Treaty on my server, but as i said in my very early post, it will be wiser to obtain agreement from the players in the market to avoid complaints and misunderstandings afterward. I don't think people on the forum or UAB can actually represent the players in the market that will be largely affected.
I know i asked support about the treaty change before, and the answer was no effect will be done on the live server, but i believe it will be better at least we are able to change or add treaty to a live server, maybe through voting from players who have compaines in the countires that will be affected (of course, long-term players, not just some players set up a compeny termperatly before the vote and wish to influence the result).
I do believe we need to have the players’ permissions though, instead of change it right the way. They are the people who will affected, and they should be the people who make the decision.

I can't answer for AS why and how it was done, but i don't recall AS ever sent a message in game and ask for voting for decision for future change during the time i play AS. and this is really i hope AS could do. What i believe is a lot of issue or debate we have here do not needs to happen or can be minimized if there was a pre-decision or a voting done along all players.
I think adding country into treaty will cause less issue than removing one because no one will be affected unless the company is based in the country which is added. removing one though will change the current structure a lot because a lot of players may, or in Brexit case indeed, use the treaty to enter the country market. This will cause a lot of troubles.
Let's bring this back to life - an extension of 21 months was granted today. Means that nothing will change at the moment. Nobody knows as of today what will happen after this new extension. Hard break - or nothing.
