This data patch was supposed to be part of 6.13.13, but I left it out because of the Smith emergency. Thanks to @koenc86 for his work on this!

- Menus on mobile devices should not get covered by dynamic UI elements anymore.
- Very long dropdown menus (like the enterprise selector) are always scrollable when they would extend beyond a maximum height.
