With strong competition (which seems to be your case), a good wave structure is a necessity. The ORS decreases sharply with connection time, and connection over 3 hours will probably give little connection traffic in a presence of competition. 

Then the question would become how to maintain high ultilization rate with a wave structure. The key is to add more waves, and pack the outbound wave immediately after the inbounds. To achieve this without losing too much connection possibilities, you should consider the direction of travel when scheduling flights. For example, for a 45 min connection airport, you can schedule northbound flight to arrive 00:00-00:44, but depart 01:30-02:14, whereas southbound flight to arrive 00:44-01:29 but depart 02:15-03:00. In this way, you do not need the aircraft idle, but you can make all meaningful connections.

For your specific case, if you are looking for new possibilities, consider building the domestic hub in HRG instead of CAI, since there is not really much connection possible at CAI. There are more traffic between smaller cities than you imagine. Plus, with the current ORS, you can still get a fair amount of traffic even if there is a direct flight.
