I am wondering about the idea, of allowing an airline to block off a seat for a flight attendant. For example, say you are flying into an airport with a very short runway in a Twin Otter, it would potentially be nice to provide services on that flight. There would, of course, be no financial incentive, as you would lose one seat of revenue, and add the the cost of the FA, but it would allow you to raise the rating of your airline overall. Just a thought.
If your looking at performance limited one cabin attendant will weigh the same as one passenger (technically minus hand luggage) therefore you would have to reduce the passenger load per cabin attendant on top of performance limitation

Yes that way you could put more flight attendants on aircraft where they do not fit and improve the flight attendant ratings.
Funny I hadn’t thought of it past the 19 seaters, but yeah it could work for other aircraft as well.
