I've been trying to arrange a flight from Germany to Serbia, Russia or wherever, but there's a small red light shining right into my face probably telling me I can't do that. Is that because of some sort of traffic rights? What's to do?

you must fly from airport in you're country to non-eu airports

Flying from non-EU to non-EU isn't possible as well?
Nope ... from you home country to non-Eu or intra-EU
