In 2016, the company stated that production would be restarted with all-Russian parts, with a new first flight in 2019 and the first aircraft in commercial service in 2021.
That’s according to Wikipedia. Let’s wait till 2019/21 and see if that really happens.
I guess these are some of the 20 old planes, which were already constructed before the production was suspended.
New plane will have possible improvments like updated engines and avionics, rear cargo ramp/door and structural strengthening.

what's the difference to the pax 767? Suppliers don't produce the pax specific parts anymore... the last 764 was produced in 2006 (ok in 09 a military prototype conversion) and there are many type specific parts with this model. the 764 (and 762) is DEAD.
So Boeing is in talks with airlines and suppliers to restart 763 pax production (it's not clear wether it will start). So that means it's not in production anymore. I'd suggest - to put it in matth's words - stop the 767 pax production and wait if a new order is really happening.
Just out of interest...
The last pax 767 to roll of the line was back in 2014, for Air Astana which was a 300 model.
Since then only 300 freighters have been produced, all for Fedex!
Yes but 767 is still being offered for purchase for interested buyers.
