Airline 1 is based in country A.

Airline 1 operates a flight from country B to country C; it does NOT have passenger traffic rights for this route.

Airline 2 is based in country C.

Airline 1 interlines with airline 2.

Can airline 2 book passengers on airline 1's flight from B to C?

I don't think so. Interline is not a code share, so airline must have traffic rights on any route for which it will have passengers booked. It's not the airline that books on another airline, it's the passenger himself, and interline only opens up a door to do that.
