SO because AS is testing a new system on Quimby is playing on there right now free?

Nope. It's a time-limited gameworld to train like Quimby I before, with the benefit to see and get familiar with the new functions and design.

As much as I know, yes. But you are able to play on a full running server. You might don't like the time-limited sandbox stile, but you don't have to play the new world. On the other hand it's a way to get used to the new UI, which is from my point of view not really necessary,  but  surely of some use for the final roll-out.

You are offered a running, totally re-designed game world with some quiet relevant and influential new features, containing some minor bugs. If you want to have an early experience, 4 credits for a few days of testing isn't that much.

I just signed up for testing the new UI - and that's what the server is for. I guess you won't pay for a time limited world otherwise, except you are a troll with a serious Ilyushin 18 obsession

So what?

Though I basically share your point of view in regard to time-limited servers, I doubt that all that many people on old Quimby have been all 'trolls'. Personally I think that test environment is an easy training environment for beginners to understand the system of AS. As many people tend to assume they do not need any training, it probably doesn't met everyone's needs. In any case I would recommend anyone starting with AS to have a short period of time training in this easy environment.
