I have noticed on deveu that DXB slot availability is only 1%! . Will more slots be made available on these congested airports ?
No. Just like in real life, "you snooze you lose."
You need to wait for some liquidaton. Yes, they do happen regularly, however improbable it may seem. There is a reasonably high probability that such liquidation will free up some slots in DXB.

In real life the airport would increase capacity , by building more terminals (which they are doing in Dubai and other congested aiports) , add more runways and so on. WHy cant this happen on airlines sim , ?

Airports can be upgraded , once every couple of months adding an extra 10 % availability , and this can only apply to airports with for example have less than 5 % slot availability . The reason , for y concern is , that on the legacy(more established) worlds, new airlines cant get any slots ( even if they aren't based there ) .

Yes they are increasing the capacity in the Dubai region. After the old terminal is refurbished then there is no more extension planned to DXB but DWC is being built and will open in 2022 with a capacity of 120 million passagers every year and 5 runways (the largest airport at the moment is ATL which only handles 90 million passengers every year). You need to have patience.

Having lived in and around London that made me smile. Heathrow airport has been as slot restricted as it can get for yonks and still only has two runways.
Dubai is a bit of an exception here, most airports with traffic congestion are near big cities and often difficult to upgrade.

That is true , but , for example the old kaitek airport in hongkong was , moved to an island and did they not recently build a new terminal at London heathrow ?

The limiting resource is the runway(s), not terminal capacity. Other than some small optimisations, the only way to significantly change the number of slots at an airport is to open a new runway. If such an event happens in the real world, the change will also be reflected in the game shortly after.
