That would be the ground network i.e. somebody takes a cab from DAL to catch a flight at DFW. Hopefully this helped your question if not I am sure a senior player can answer it better.
It is ground network which is quite cheap but it has only 1 green bar and passagers do not like it and they can almost do everything to avoid it as long as it gives them bettre rating. I think it has a maximum reach of 250km (I have never seen any longer) and will almost always be out numbred by a flight. That is why you can usually see players having flights from DXB to AUH or MMX to CPH which does have ground network but if the flight gives bettre rating then 1 bar the passagers will always choose the flight.

However, they aren’t allowed to fly between airports in the same metropolitan area (except on Devau), and your passengers will not consider journeys with an airport transfer (i.e. arrive in LHR, depart from LGW). For example, a connecting flight between Tokyo-Narita and Tokyo-Haneda is not permitted (again, except on Devau) because both are Tokyo airports. The exception for Devau exists because ground connections have been disabled for that particular gameworld.

You didn’t, but there are some iffy situations that haven’t been specifically banned. Scheduling between Osaka airports (Kansai-KIX,Itami-ITM) is prohibited (distance: 44km), but the total distance between the two is less than either Osaka airport to Kobe (UKB) airport (KIX-UKB: 23KM; ITM-UKB: 26KM), thanks to the shape of Osaka Bay, and the stupidly-far-away-from-central-Osaka placement of Kansai airport.
