I’m still confused about GN even after researching. If I do not want to fly to close airports link via a ground network, can I just build an office (with no cargo improvements) and still get cargo transfered to my hub?

I wouldn’t use ground network to transport anything. As it is totally random what airports are linked with each other.
Use your hub as a transfer point.
it is impossible to use the GN as a middle leg. so it can either work as a feeder or as a connection, but not in between. so, e.g. flying into stansted and departing from heathrow is not supported.
