It is in Meigs that’s all.
I can see from the press release they are adding it later - read it again.

The launch of Berlin-Brandenburg has been postponed until (at least) March 2013. In order to stick to reality, the team chose not to implement BER on new game worlds until it has been opened. Moreover, in order not to mess up existing server configurations, it was not removed from meigs!
