A facility is a terminal or cargo center which you have to build yourself. 

A station is like a office you have there and you have to pay for every passenger which is handled.

so if i don't have a facility what does that mean.

ps. does this have to do with me not having any "offered seats available"

cause i have checked my seating configuration and applied it to the plane but i still don't have any offered seats.

If you do not have a facility just means you are renting the AS facility at a rate of 11 dollars per passenger.

You don't need a facility. If you don't have a station office, then you can't fly there, but it works perfectly fine without a facility.

What world/airline are you talking about? And where did you schedule flights? Do you have traffic rights on that route? Check in the flight plan page if you have a green tickmark under both the Passenger and Cargo icon.
