DTW and MSP AIRPORT PAX Level Reconsideration given CY 2023 and 2024 data

I have noticed that DTW and MSP are both classified as level 10 PAX airports. However, for the past few years, DTW has been between LGA and PHL in terms of PAX count. MSP is also considered a level 10 PAX airport but it appears to be right at the border within the United States airports.

I have extracted a piece of the chart from the 15 September 2025 United States Federal Aviation Administration report on passenger enplanements enlarged to show only the first 21 largest United States Airports by enplanements.

I assume the factors determining what counts as a 10 and what counts as a 9 are more expansive than the US airports. However, it seems to me that, regardless of what those standards are, EITHER FLL and LGA should be increased to a 10 OR at least DTW should be decreased to a level 9 PAX airport.
