The way I read it, you’re not allowed to schedule flights between airports that are within the same ground network. Have I got that right?
I’m also trying to understand if there are exceptions. At one airport, where I have an office, I noticed that another airline has several short flights scheduled between two airports in the same ground network, about 50km (27nm) away. The reason I ask is that if that’s allowed, then I have one similar that I’d like to set up.
you can connect to airports within the ground networks. there are so called city pairs which you can not serve. just search city pair or look on the announcement boards. you can find them there.
The rule is about banning flights within same cities/metropol area and applies to all servers except Devau which there is no ground connection. The whole list is available here
For example, looking at Osaka Itami (ITM), you cannot have flights between there and Osaka Kansai but you can fly to anywhere on its ground network list.
The list of intra-city flights linked to in post #3 is incomplete, it should include Turkey as well Istanbul Ataturk (IST) and Istanbul Sabiha Gokcen (SAW).
With some realistic thoughts and a sense of "fairplay" you can simply choose not fly within ground networks in general, because these are senseless and completely unrealistic flights. That's what I do.

Maybe not completely unrealistic. I have seen ground networks that have RL flights going between the cities.
Why is LBG not allowed to go to CDG? LBG has zero demand and can only be used as a stop perhaps for timming reasons but cant be used to generate cheap repeatable flights,
Nb. Flights between GLA or PIK to BHD or BFS ARE permitted as they are on separate islands. Only PIK appears in BHDs ground network. The original question was about flights between GLA to PIK, or BHD to BFS
There is no rule that forbids the flights between citis in the same ground network. We only defined some airports where flight to some other airports as forbidden to avoid slot blocking.
