How do the mods decide which airports are "Transfer impossible"?

For example, I haven’t heard of anyone IRL transferring through HBA or CBR, even though the game shows that you can transfer through these cities. However, it wouldn’t be too surprising since Hobart is the base for the Australian Antarctic Program, and Canberra is the capital of Australia.
However, I know some people who used to have to fly all over Western Australia for work. They tell me that PER is not the only airport in the state that allows transfers (as is depicted in-game), as they’ve sometimes had to transfer through PHE or KNX.

Outside of Australia:

  • Aero Dili (if their website is to be believed) sells tickets with a transfer at DIL airport (e.g. DRW-DIL-DPS) - yet you can’t do transfers at DIL in-game.
  • Historically, Nauru Airlines ran a very extensive route network to all corners of the Pacific, which was run at a loss but paid for by phosphate mining revenue - all to promote Nauru as a tourist destination and the use of INU airport as a transfer point - but you can’t transfer at INU in-game.
  • In 2019, I flew on LATAM Airlines CWB-IGU-LIM, with my baggage tagged all the way to LIM from CWB, but the game doesn’t allow transfer through IGU.

The transfer flag is first and foremost a performance optimisation: Allowing transfers at most or even all airports would cause the overall amount of potential connections to explode. It’s a very much exponential problem.

Secondly, the flag used to be tied to airport size. So any airport “size 4” or larger would permit transfers.

These days, the flag can be changed independently to capture cases like some of the ones you described. I am sure @koenc86 will happily take a look once he prepares another data patch later this year.
