Idea: Make cargo more willing to travel via ground network in real life

My understanding is, in real life, cargo transportation are more likely handled at secondary airports around a city, not because O/D of cargo are closer to those secondary transport, but because the extra ground transportation time being offset by cheaper handling fee/etc of secondary airports in region, compared to passengers.
Therefore, to reflect the behavior in the game, would it be a good idea to make cargo booking flights more price conscious than what they currently are and being less time conscious, and reduce ground to air transfer time penalty because that usually happens even for cargo transported to/from airport closest to their destination, in order to make it more real life like?
