also does Glasgow international and Glasgow prestwick

They should do, despite they are not on the list - I mean, they are quite obvious....with Belfast and Glasgow appearing on the names of those airports ;)

And I think you meant "intra-city flights"...

The rules state:

Flights between airport of the same city/metropol area are forbidden

the following list is not exclusive. so the flights mentioned above are prohibited.

be advised, that you can usually still book them. this is in violation of the rules, thou, and you are at risk of being fined.

The rules I read state:

"New rule valid as of April 5th, 2012: Flights between airport of the same city/metropol area are forbidden. This is not valid on the Devau Game-World as ground traffic is deactivated on this game world. The following intra-city connections are forbidden:"

Note that the rule doesn't apply to Devau. I think the rest of the rule could be clarified. The way the rule is written does suggest that the list is exclusive, at present the rule does not state "the following list is not exclusive" as yukawa has written.

IIRC Prestwick was heavily marketed as "Glasgow Prestwick" by the low cost airlines in the 90's, prior to that it was generally known as Prestwick. I'd doubt that anyone in Ayrshire (where it's actually located) would call it "Glasgow" Prestwick. It's only a couple of miles nearer to Glasgow City centre than Edinburgh Airport. That said in real life, noone would expect a commercial flight between the airports. You could argue the same about GLA and EDI, although I am sure FlyGlobespan did operate the occasional flight between the two - I don't remember if it was positioning or for connections. 

Liverpool (LPL) and Manchester (MAN) are 20 miles apart (much less than PIK/GLA), again neither in the same city nor metropolitan area. However you interpret the rules, flights between them would be allowed. That doesn't make any sense to me. On a UK theme, you could also argue that EMA/BHX would be an unrealistic connection too.
