Multi Hubs?

Greetings everyone,

I was wondering how some companies can have hubs in differents countries when these countries don’t have any unrestricted market law?

I take the example of Yunnan AIr (no offense :P just one among others) which has flights departing from [font=Verdana, Arial, Helvetica, sans-serif][size=2]Guangzhou (main hub) and others from Luxembourg (Hub 2). [/size][/font]

They are cargo flights I’m sure and for them there is no restrictions at all.
