New "Via" Flights Question

The scenario: Flight #1234 operates between airports AAA and CCC, via BBB (at which the airline has traffic rights).

My question: Is there a minimum amount of time that the flight should wait at BBB to allow new passengers to board before departing for CCC?

I tried asking this question before but I do not think it was very clear what I meant. I am still not sure of the answer.

Doesn't matter, if it's a via flight - no difference in traffic rights in this case.

Passengers from other planes have to spend at least the transfer time at the airport.

For passengers starting their journey at BBB, it's irrelevant anyway.
