Newbie questions re: 'passenger demand'

Hi all

New user here so please forgive what to some of you may seem a silly question.

Is the "passenger demand" intimated for each airport representative of the demand for passengers to go to that airport, depart from that airport, or both?

Also, if my flights are getting decent ORS ratings, should I still have to expect to wait until my airlines 'image' slowly increases over time before flights start to fill up more or is it safe to assume that 0 passengers (to an 8-block destination with a 73 rated flight at the top of the ORS system for that route) means that I've picked a route with no demand in general?

I've made the (no doubt typical) error of starting my first attempt at my 'local' airport and, at 5 blocks, it's hardly surprising that my flights aren't doing so well. But just trying to understand the dynamics a little better before considering a restart.
