Oceanian Open Skies Treaty

Hi all,

Just wanting to confirm something around the Oceanian Open Skies Treaty. If an airline is based in Australia and that is its legal home country, is it allowed to fly e.g. New Zealand > Fiji or New Zealand > USA? My understanding was that on these treaties, they cannot fly internationally from the other treaty countries and only from the home country?
