5th freedom is not activated in AS.
Is that the case for all agreements or just oceanic ?

There are treaties on place, indeed. But not globally. EU and Oceania are not 5th freedom flights. Check the handbook: Traffic Rights | AirlineSim Handbook
In AS, the Open Skies treaties are only activated within the countries that have signed the treaties. That is, for the 5th freedom of Oceania, your entire flight should be within AU and NZ to use the 5th freedom. However, given that the 5th right only activates in A-B-C when they belong to different countries, but in only 2 countries signed the Oceania Open Skies Treaty. So, the 5th freedom there is useless.
JFK isn’t a part of this agreement
The Yamoussoukro Decision and Eu treaty are effective only for flights within their members
Support for more types of treaties is on the roadmap, especially the kind that provides different freedoms to different members. Think US-EU-Open Skies where any EU airline can fly from anywhere in the EU to the US, but the US afaik doesn’t get any special privileges. Let’s see whether that sort of arrangement survives the current presidency
In the Oceania case, if I understand it correctly, an AU airline would be allowed to fly from AU to any third-party country via NZ and would have fifth freedom on the NZ-to-anywhere leg. This isn’t supported at the moment, either. And I also assume that the 5th freedom is a given from AU’s/NZ’s side, but that the second leg freedoms would always have to be granted on a case-by-case basis by the third country involved. As such, I am not sure whether we should actually implement this.
