Whats the difference with this and the limitations in say onboard service where you can't serve first class water, cookies and crackers and a small sandwich Luncbox?

Well, those airlines usually don't use the Slimline HD seats generally...Lufthansa is using the same seats in J as in C on their shorthaul fleet, but they don't put 180 seats in their A320, but 168, which coresponds exactly to the Leisure seats in AS. Usually these airlines don't sell the middle seat in their shorthaul business class.

Yup. This is what I wonder this while. Why does seating can be everything, but onboard services were limitated?
A real life Lion Air, only offers orange and a cup of water for their business class onboard services. No matter how long is the flight.
The difference is: the cabin configuration is the latest development and the on-board service is on of the oldest developments ;)
Just to bring some dissenting arguments to this topic - I think I won't be incorrect by saying that we had this exact seat limitation OP is proposing a long while back. AS team removed it back then and for once I am glad about this. Why? Because if I can package an attractive deal for business class passengers using lower end seats, then why not?
Well "Packing an attractive deal for business class passengers using lower end seats" did just get a dozen airlines banned from Aspern...
I think the point of the suggestion was just to rule out such low class seats that are obviously something no one in higher class would ever consider flying with in reality.
A quick way to provide clear rules until more complex changes in booking/ORS can make sure slimline seats won't be considered by business and first class passengers.

If you use narrow seats, you have to lower the price to keep a positive passenger´s rating. With a negative rating, your flight will not be booked. Isn´t that mechanism good enough to keep players from cheating with inadequate seats?

Because there is a bug at the moment. You don’t get a negative rating so you do get booked.
