when looking at “station” slot times display. Are the times (HT) , (UTC) or local time ?

You select it yourself in settings, that’s very first item in Game settings section, and you can always see HT in the very footer of the page.

SO you can make the slot time page whatever wou want. Be it local, HT or UTC

Yes; just try to alter it in settings, and you’ll see how the numbers shift several rows doen or up, depending on time difference:
