Hi, I just open a new service from DEN to DCA, by 737-400 HGW. However, the capacity of bring passenger is very strange but to IAD is normal. Please check the attached photo. Is that the bug?

The runway in DCA is not long enough.
Runway should be 2.350 m long with full load, but is only 2.094 m long. That's why you cannot fly with full load / max. weight. (Just adding the numbers to Kahael's explanation.)
