Yamoussoukro Decision

My airline is based in Niger, I wanted to fly within Africa (e.g EBB-LAD/KRT), but I didnt get any passengers on these segments. Route Evaluation tool says I dont have traffic rights for these segments, but there are other african airlines flying routes within YD countries. Can anybody explain this?

You have no traffic rights to carry passengers from Uganda to Angola if your flight does not originate in Niger. A flight from NIM via EBB to LAD would be fine.

The Yamoussoukro specifies that you can fly from your own country via another agreement member to a third member country. So the start or the end of the via flight has to be in Niger.

Your flights have to always either have an origin or a destination in your home country (Niger). Only then will you have traffic rights between the two other countries. Your flight should then have a routing NIM - EBB - LAD. In this case you will have traffic rights between EBB and LAD.

I know it’s a detail but I’ll point out that the flight must be created as a VIA flight using the same flight number as well.

Question in relation to the Yamoussoukro Decision. 

My airline is based in Cairo, Egypt, who are NOT a signatory to the decision. Say i wanted to fly to (Algiers) Algeria via Tunis (Tunisia), both countries who are signatories. Would i have the rights to transport pax from Tunis to Algiers, or only Cairo to Tunis Or Algiers. Or is this dependent on the country where the flight originates.

The flight will be dependent on where the flight originates from so sadly, I am not sure that you will get demand on a route via, Algeria and Tunisia. They would have to be independent flights.

You will not have traffic rights between ALG-TUN because your airline is based in a country outside of the agreeement

This is incorrect as stated above. It does not matter if they are "independent flights"? or where the flight originates
