I totally have the same "issue" as you with regards to AGEX. My capacity factor has decreased by about 7% (from 94%...which is redonkulous), and I am currently reshuffling some dead flights. For example, I've had drops to 15% on KWI from competition+AGEX and some Chinese flights that are only good for Cargo! I saved up some cash for the seat repurchasing for 700 aircraft across my family of companies, so it is OK for now.
I especially like the right side of your picture. You see, some airlines were about to collapse when the first change was introduced and gave them profits only. So instead of reacting to their bad business they would expand instead  . I hope this 2nd change comes back at them very hard....it just helps the game dynamic which is why I really like the AGEX and why I think it should be sort of permanent at the level it originally had. Something between 800 (boom) and 500 (depression)....

I think it will hit some carriers HARD. I noticed that the KWI flights that got wrecked by competition had the hub expand to over 6000 departures between 3 carriers...
there are two important factors that have an influence on our load factors: global passenger demand (goes up and down with the AGEX) and competition. I have kept an eye on both factors. Allow me to show the evolution in Egypt and China, where I operate my airlines.
In september, the AGEX was very low on the Tempelhof server. The AGEX had been low for a while, and several airlines went bankrupt. Both my airlines suffered fom the lower passenger demand, and average load factors dropped to 87% (Egypt) and 88% (China).
After the first changes to the AGEX, load factors of both airlines went up. At the same time the AGEX also went up from around 750 in september to around 900. Until three weeks ago, load factors for my airlines were 97% (Egypt) and 97% (China).
After the second changes to the AGEX, load factors went down. The AGEX itself stayed more or less stable, and has been around 900 for several weeks now. So changes to load factors are only caused by the changes to the AGEX formula and changes in the number of aircraft flying around.
In Egypt, my load factors have gone down from 97% to 93% right now. As there has been no significant increase in flights, I assume the 4% drop is mainly caused by the changes to the AGEX formula.
In China, my load factors have gone down from 97% to 89% at this moment. A much bigger drop. But... the three biggest airlines in China have added over 300.000 seats per week to their capacity. Since the first changes to the AGEX formula, seat capacity in China has increased by around 1.5 million seats. My conclusion is that the bigger drop in China is the combined effect of the second changes to the AGEX formula and a lot more planes flying around.

I really like these kind of statements from players with well established Airlines. It shows that even in more difficult markets (Egypt), it is possible to be profitable even in low and rough AGEX conditions.
It shows you manage your airline well and also shows the players who moan either dont do enough to be profitable, are just oversized for their market, can't/don't react to competition or dont exploit the possibilities with owned planes and/or different plane types (sizes) to keep routes and connections.
The old AGEX @ 600-700 just brings so much game dynamic.
Thanks for your post. This forum needs more of those to keep this game a challenge and show the team they have it right!
I don't see Egypt as a difficult market. It has much less demand than Europe, China or the USA. But it is big enough to operate a few average airlines. In my opinion, difficult markets are countries with very little demand... countries that have to be served with Cessna's and LET's.
I think the trick is not to offer more seats than there are passengers ;)
