Just to clarify:

Salary is paid once a week on the same day of the week and time that your airline began its business.

Leasing costs are paid once a week on the same day of the week and time that you leased the airplane.

Though, week-end closing may not necessarily be exactly to the minute and second when you established your airlines. there is a process called "finish business weeks" which runs every 5 minutes, so in some cases your business week may end (and wages be paid) at a certain time difference which can be 1 second to 4 minutes 59 seconds. You can see the process and its running time under "Game Status" clicking the link on the bottom of the screen.

This is important to know so that you plan accordingly, especially with small airlines if you have aircraft leases shortly before and after the week end closing you may run out of cash. If you run out of cash and do not have money to pay salaries, you may be granted a rescue loan for up to two weeks in the row (but do nor bet your airline's life on it). If you do not have money to pay for lease, the aircraft will be removed from your fleet, you will lose seats and money you paid for them, you will be returned the lease deposit minus one week's lease fee. Sometimes it's a good idea to lease the initial aircraft with certain time difference (maybe two hours) between each, so one aircraft can be generating some revenue while the other one is yet due for lease payment.

Especially during the first few weeks of your airline life, it is good to have sufficient cash on hand to pay next 48-72 hours of expenses. You can check how much you will pay in the next few days  under Cash Flow (Management -> Cash Flow). As your airline grows, it will be good to keep one week cash on hand, then two weeks, then a month. But after you grow to a size that you have a month's worth of expenses cash on hand, you will not have to worry much about survival of your airline.

Do people start to book flights after the 3 day activation period for flight, or are they allowed to book during them?

The passengers start booking as soon as you activate the flight plan. If you use the 3 days activation period they will use all three "booking cycles", so you have more chances to get your flights full right from their beginning. That is the way I understood it.

Passengers book only flights entered (booked) into ORS.

Passengers book flights only at the time the demand calculations for flight origin airport takes place. This happens once every day at the hour listed on the airport information page. Passengers book for that day, next day, and day after that, all at the same time (e.g. on 27/7 they book for 27/7, 28/7, and 29/7).

Passengers book only for flights and connections that end within 72 hours of the demand calculation time. If the flight or connection takes 72 hours and 1 minute, that last one that far out will not be booked.

Flights are entered (booked) into ORS either:

a ) Flights departing between 24 and 72 hours from the exact time the schedule was activated Immediately (E.g. if you activate on 27/7 at 9.00 am, all flights between 28/7 9.00 am and 30/7 9.00 am will be booked into ORS regardless of their departure time within that period).

b ) Flights departing after 72 hours from the time after the schedule was activated with 3 Days Delay; flights are booked at Departure time. (E.g. if you activate on 27/7 at 9.00 am, the first flight that depart on 30/7 after 9.00 will start to be booked into ORS between 27/7 9.00 am and 28/7/ 9.00 am, on the hour of the flight's departure. So if a flight has departure 10.00 am, the first flight departing 10.00 on 30/7 will be booked into ORS on 10.00 am on 27/7. If a Flight departs at 02.00 am, the first flight departing 2.00 am on 31/7 will be booked into ORS on 28/7 at 2.00 am).

c ) All additional flights in the future will be booked into ORS 72 hours before their departure, at their departure time. (E.g. A flight departing on 30/7 at 10.00 am will be booked into ORS on 27/7 at or after 10.00 am -- there may be a minute or two delay of the process of entering flights into ORS, which is called Flight Instancing).
