Building in a different country

OK, hypothetically.  My main enterprise is in a coutry that does not have an open market and not a part of a treaty.  But, it's small and I want to expand. 

I found a country that has a open market.  Can I just lease more aircraft and send them to that other country and build routes that collect passengers?

Does it matter if that country is a part of a treaty?

No, you have to open a subsidiary in that country and lease planes with that subsidiary
