The only program I know Microsoft Paint doesn’t really let me create a small banner, the text comes out blurry and unreadable. Online AI tools don’t understand the concept of pixels either (120x23) is quite extremely small also. Any ideas, tools to recommend? Thanks!
ChatGPT (or similar) would work well.
GIMP does the job and it is free.

You could always make it bigger and scale it down (with online tools) later
