Hi everybody!
Is there is any possibility to make transfer possible in some airports (building the terminal, etc.).
I want to make small regional hub for example in VOZ to serve it with flight to the main city on middle plane and flights from nearby small airports on LET410.
Having direct flights from big airports to small one is unprofitable with Russia’s long distances.

It is absolutely impossible to make an airport a transfer airport.
Running a russian airline myself on idlewild I can tell you that flights to smaller airports can be highly profitable from Moscow. Use CR9 (LR when necessary) and you may reach every Airport west of Baikal-Lake. All others can be reached from KJA - with the only exception of Anadyr.
When looking for a hub in the south it might be wiser to look at KRR or AER.
