No cargo, No cargo and avoid bulk

This is probably a very newbie-ish question, but I’m not understanding the cargo settings on a flight.

What is the difference between “No cargo” and “No cargo and avoid bulk”.

I don’t understand why “avoid bulk” is specified when it seems that “No cargo” would already mean no bulk is accepted.

If you click the small question mark right of the title of the drop down field you can see the explenation:

" No Cargo and Avoid Bulk : Cargo will never be accepted and baggage will be stored in containers, if possible"

So it’s about the baggage of the passenger, not the other cargo you transport
