What is an office manager and what do they do?
They manage the office.
But, when do I need them. Is it based on a number of departures that you will then need them?
The game will hire them when they are needed, just as they will hire customer service and check-in agents and the like automatically when more routes are flown out of particular airports. It takes a while to get to need one, I think. I'm at 5000+ employees and over 1500 flights from my hub, and I still have 0 office managers.
I think they are not implemented yet...I mean in real world airlines usually have one office manager at each of your offices to sort out problems during line operations, at some airlines they or some other representative of the airline are present at checkin and on the apron while their aircrafts are being turned around (at some airlines they outsourced these things to handling companies so the station manager does not have to be present, i.e. more work for the ramp agent, less work for the airline).

If I remember good Office Manager is part of Marketing team
and we still don't have marketing....
So you don't have Office Manager
not sure about the marketing part, but the item “office manager” is not yet implemented and might be used for something entirely different.
No office manager in this sim :)
