I checked a certain flight on the performance tool and it said that the flight would carry 95% of maximum payload, but I have a configuration of approximatly 80% max passengers. So would I still be subject to the 5% penalty or would I be able to carry all my pax on the flight?

You can carry 100% in this case.

max. Payload / 95 kg = max. number of passengers
