question about Caricom 5th Freedom and traffic statistics

Hi, I see on Meigs there's an airline based in Panama that is flying a via routes PTY-KIN-NAS and PTY-MJB-NAS. MJB, KIN, NAS (Jamaica, Bahamas) are all within the Caricom 5th Freedom agreement, Panama isn't.  But according to the route statistics, he is generating traffic on the KIN-NAS andMJB-NAS legs.  My understanding of 5th Freedom is that he can't generate any revenue traffic on these legs, so does the route statistics include non-revenue traffic?

He can have PAX that are going the whole way. If a passenger wants to travel from PTY to NAS he can do that via KIN, but there will be no passengers boarding in KIN for NAS as he has no travel rights there. Same goes for the return route.

That's what I thought, but I can't see why he's doing it.  He also has a direct flight from PTY to NAS, so effectively he's competing with himself.

Correction - it looks like he's canceled the direct flight.
