i searched and found at least for me unclear answer. But can anybody confirm I am understanding this correctly. If i have 14000 capacity at my terminal and i have 14000 booked but only 11000 used I should be able to use space until i have 14000 used correct???

Don't know if I understood you right but if you have booked 14.000 PAX in your terminal and you need 11.000 with your existing flights, then you have space for 3.000 PAX left. Hope that is what you wanted to know.
The answer is yes.
With my company I have a teminal for 200.000 PAX. I have assigned 220.000 pax - and with a load factor of 90%, it fits very well.

Note that there is currently no penalty for overbooking terminals. So don't worry if the assigned pax exceed the booked capacity. They will then use the AS Terminal.
