ITM has 84% available, after a liquidation.
I still wouldn't expect it to be too easy - there are lots of slots on most airports in Riem (compared to other game worlds), but that's probably also a result of the setup with reduced demand and the less profitable standard pricing model.
For more experienced players it's probably a nice challenge, though - just not that recommendable for new players.
There are still many opportunities on Idlewild, including the Philippines, plus South Africa and India and other countries I mentioned on the Idlewild opportunities thread.
